Legislative update: January 10, 2017

State Rep. Joel Kitchens (R-Sturgeon Bay), vice chairman of the Assembly Education Committee, has been tapped by Speaker Robin Vos (R-Rochester) to spearhead a process to look at overhauling the state’s school funding formula. Read about it in this Milwaukee Journal Sentinel article.

Also, Rep. Thomas Weatherston (R-Racine) is circulating a bill for co-sponsorship (LRB-077/2) that would require counties, municipalities, and school districts to annually certify they are in compliance with collective bargaining restrictions. This bill requires a school district clerk to include in the annual school district report a statement certifying whether the school district is complying with certain state laws related to paying employee contributions to the Wisconsin Retirement System on behalf of the school district employees and providing health insurance benefits to school district employees. If the school district clerk fails to include the statement or indicates that the school district is not complying with any of these laws, the school district’s state aid for students would be reduced by 10 percent the first year, 20 percent the second, and 30 percent after three or more years.
